More than likely not. Popcorn is just a sprayed on plaster mix. Asbestos which was banned around 1977 ish, was used more in ceiling tiles and things as it is a fiber. However, removing popcorn is a hugely messy and horrible task-you may really want someone else to do it, and since you will need to re-cover the ceiling drywall, perhaps you can negotiate removal as part of the re-do cost.
