Question about OSHA regulation?

My husband is working at an asbestos site. (not removal yet just putting poly inside the buildings to prepare for removal). There is asbestos hanging down from the ceilings that they can hit their heads on and disturb causing problems. Theyre NOT letting them wear masks/not providing masks for them. Isn't this against OSHA regulations? shouldn't something be done about that? If I were to call OSHA and report it and they shut down the job site would the employer have to pay then unemployment?
