Old artex & new kitchen/bathroom?

i have been in my flat for about 18 years and there was thick artex in the kitchen & bathroom when i moved in. i am getting a new kitchen & bathroom (it is a rented council flat). one of my friends said it would be dangerous to disturb the artex (something to do with asbestos) so i was wondering if they would have to plaster over it all or would they just remove the parts they needed to fit cupboards etc? thanks.
