Asbestos stored at off-site location in the city of los angeles must be many feet away from a home ?

Don't mess around with asbestos! Even if it's stored properly, dying from mesothelioma is devastating. If it's the city doing the storage/dumping, I would start complaining now and very loudly. Not to mention this destroys the resale value of your house...
