My neighbors are spying on us, need help.?

we have neighbors in the back of our house, who are extremely strange. they are retired. for example, when we shoot bb guns or light off fireworks, they always either come outside or open up their window to look. at night when me and my friends sleep in a tent, they come outside at 2 am and stare at us. they also have a bright light in back of their shed that is extremely bright and serves no purpose. they always trim their bushes to fence level, never higher never lower. is their something i can to to either stop them or make them horribly mad without getting in trouble?
