Cieling is leaking brown water?

My ceiling is dripping water. I already told my apartment manager about this, and I'm waiting for a call back. The water is freaking brown. And the ceiling consists of asbestos. Should I be worried? Also, do you think the water is coming from the roof (I live upstairs) or the pipes?
