I am new to roses and have long stem rose bush on my property, the buds are not opening up and are brown, why?

The rose buds look like they will be beautiful but they never fully open, and if they do they turn light brown... HELP!!! I dont want to kill them!! I put Bayer 3 in one in the soil last week.
