What are the laws for HVAC C20 contractors in California regarding asbestos?

Do I have to ask my customers if asbestos is present in houses built before 1978 even if I don't do asbestos abatement? Just trying to cover all bases legally. If possible please give references and I won't hold anyone to their answers as 100% legal advice.
