When Bush was in office why was setting up democracies bad but now that Obama wants to do it in Africa without?

conggressional approval it is good? I am confused. I thought we were supposed to avoid foreign entanglements whenever possible so both are bad right? Neither Iraq or Libya pose a threat to the US.
